“The real problem with personnel in the military is not that they simply cost a lot; it is that given a mission, they do not perform it as efficiently as they should. Efficiency is primarily a function of the intelligence of the organization as it acts, which in turn is dependent on not only the effective flows of information and decision-making, but on the relative intelligence (in terms of ability to accomplish a mission) of the decision-makers.

On that account, the military is by in large structurally crippled. The culprit is the manner in which we promote and assign officers to positions of responsibility throughout the organization.”
