It doesn't increase the service's share of the budget pie (and, in fact, may decrease it) thus restricting promotion opportunites all round.
A "career" officer is NOT interested in restricting promotion opportunities. A "professional" officer doesn't care about anything other than actually doing a doable job with the maximum of efficiency and the minimum of lives lost.
An obsession with not taking casualties - to the point where the soldier is removed completely from the battlefield - is likely to result in a loss to "the other side" when "the other side" isn't so restricted and can afford to expend lives in order to buy political capital.
