We can’t be seen as wresting Afghanistan away from the Taliban just to hand it over to the criminals.

I believe that the main obstacle in cleaning up corruption is the gigantic illiteracy rate in Afghanistan. The only way for a citizen to understand the responsibilities of governance and thus judge the performance of his government officials is to read about it. A government official who has few eyes upon him can do whatever he likes, and will tend to serve his own interests.”
